AYSO EXTRA Program

What is EXTRA?

AYSO EXTRA, a PROGRESSIVE PLAYER PROGRAM,
is designed for players who have the interest, skills and abilities and want to
enhance their experience and individual growth through soccer while retaining
the spirit and organization of AYSO. EXTRA is not designed to overshadow or
harm the standard primary program – rather the goal is to strengthen AYSO by
recruiting and retaining players and volunteers through providing more
competitive play the AYSO way – all EXTRA programs embrace the
Six Philosophies
of AYSO.

The EXTRA Program is for U10 and U12 players who are already registered for the primary
AYSO program.

What is the cost of the program and what does it cover?

The cost per player is
only $250 and it includes the fall and spring season!

-Participants have one
additional 90 minute practice per week (9 in the fall and 9 in the spring) with
professional trainer and volunteer coach.

-Teams compete (on
Sundays) in the EXTRA league against teams from other Regions.

-Program tracks game standings in a playoff format and there is a
tournament in the spring.

-Players receive an EXTRA uniform for competition.

What about the “regular” AYSO program?

EXTRA players must also be
registered for the primary AYSO program. They are expected to play in at least 50% of their regular AYSO
games. Players who don’t follow
this rule will be dropped from the EXTRA program.

Why tryouts?

The U10 EXTRA teams can
have a maximum of 10 players on the roster; for U12 the maximum is 14
players. If there are enough
players for multiple teams then we will form multiple teams. The teams will be balanced (no A and B
teams) and the tryout process helps us evaluate players to form balanced
teams. If there aren’t enough
players to form two teams, but more than the maximum allowed for a roster
tryout, then we will only take the maximum number of players allowed and the
players with the strongest ratings will be selected.

When are tryouts? Who runs the tryouts?

Players are evaluated by
professional trainers.

Tryouts are
Tuesday, June 7 and Wednesday, June 8 from 4:30-6:00 at Corwin.

How many per roster?

U10- 7 minimum, 10 maximum

U12- 12 minimum, 14
maximum

What if there aren’t enough players who tryout?

If there aren’t enough players
AYSO will try to recruit more players to form a team before July 15.

How many players are on the field for each Division?

The EXTRA program follows
the AYSO National guidelines for small-sided games. U10 teams have 7 players on the field, including a
goalkeeper, and U12 teams play with 9 on the field, including the goalkeeper.

Who coaches the teams?

Each EXTRA team will be
coached by a certified parent/coach who will attend practices and take the
teams to games. Professional UK
trainers will assist the parent/coaches with the practice sessions.

When are games? When are practices?

All games are on Sundays
at 4pm or later. Practices will be
determined by the EXTRA coach.

I.
AYSO VISION AND MISSION STATEMENTS:

VISION

The AYSO vision is to be the nationally recognized youth
soccer program of choice.

AYSO
MISSION STATEMENT:

The AYSO Mission is to develop
and deliver quality youth soccer programs where everyone builds positive
character through participation in a fun, fair, safe, family environment based
on the AYSO philosophies:

EXTRA
PROGRAM MISSION STATEMENT

To recruit
and retain highly competitive youth soccer players who enjoy the AYSO
philosophy of teaching soccer. To increase AYSO's presence in the community and
accommodate player desire for more competitive play the AYSO way.

II. PURPOSE OF THESE GUIDELINES

These Guidelines were designed to clearly outline and
articulate the criteria and requirements Regions shall abide by for
participation in the EXTRA program, and to provide a common structure and
understanding of how our EXTRA program operates. A key attraction feature of
the EXTRA program is the ability to compete on a level playing field with teams
from neighboring Regions. In order for inter‑regional play to flourish and
remain a core attraction, it is critical that all Regions abide by a common set
of standards.

It
should be noted that the common set of standards outlined herein:

· Is completely consistent with existing AYSO doctrine; in some
areas more specific direction is provided for the purpose of standardizing the
experience across Regions. Our existing standard Regional Guidelines provide
governing principles within Regions and by definition allow for some latitude
so that individual Regions can customize their program to the local
environment. More specific structures are required to ensure that inter‑regional
play, in this case the EXTRA program, is not subject to different rules and
conditions depending on where the matches are played.

· Is also
consistent with the way all quality youth sports organizations operate as far
as their equivalent of inter‑regional play is concerned. For example, Little
League Baseball, Pop Warner Football, CYO basketball, etc., all abide by
relatively strict doctrine when it comes to rules and structures governing
competition.

Participating
in the EXTRA Program will require adherence to the criteria and requirements
contained in this
handbook.
This includes prior and annual approval by the National Board of Directors and
Area Director and compliance with all reporting and other requirements. The
purpose of these requirements is not to add bureaucracy to what should be a
player‑focused program, but to ensure that all parties involved are sharing the
same set of standards and methods of program implementation.

III. AYSO PHILOSOPHY IN RELATION TO THE EXTRA PROGRAM

All
AYSO Rules and Regulations, National Board of Directors policies and EXTRA
Teams Program administrator’s decisions shall be followed. The guiding
principal of the EXTRA Program are the core AYSO philosophies. This describes
the practical applications of the philosophies in the EXTRA environment:

Everyone
Plays

Every player must play at least
half a game. No player may play four
quarters until all players have played three quarters
. In the U10
Division no player may play more than half a game as goalkeeper.

It is the responsibility of the
coaches to plan playing rotation in such a way as to ensure playing time is
distributed in this manner, regardless of game situation. Game situations or
the desire to make tactical player moves in “close” games are not acceptable criteria
for failing to abide by the playing time rule.

Violations of any portion of
this Everyone Plays policy will be reported to the AEPC.

· For the first offense: Given a warning - will go to both the coach
and appropriate Regional Commissioner

· For the second offense: Suspended from the Program for one game.

· For the third offense: Suspended from the Program for one full
season. Due process will be afforded as outlined in existing AYSO procedures
and guidelines. Coaches are also reminded that they are responsible for the
behavior of parents and spectators associated with their team, which may
require heightened sensitivity due to the level of “competitiveness” that is
expected in a program of this nature. (A pre-season team meeting to state the policy
clearly and to affirm Kids Zone principles is strongly recommended).

Positive
Coaching

Existing AYSO rules and
guidelines apply. Please review this philosophy in your U12 coaching manual.
Nothing new is required for EXTRA program coaches, other than the addition of
sanctions, which will be applied to non-positive behavior by coaches,
assistants or parents/spectators associated with the coach’s team. Sanctions:
Any coach or assistant coach cited for non-positive behavior in a game report
by or verified by the referee will be:

Violations of any portion of
this Positive Coaching policy will be reported to the AEPC.

Balanced
Teams

In cases where more than one
team is to be formed within a Region, the Region shall form balanced teams.
“A/B” teams will not be accommodated and creation of such teams is prohibited.

Good
Sportsmanship

Existing rules and guidelines
apply with one addition. For the EXTRA Program, one measure of Good Sporting
Behavior is to be defined by the goal margin of any game. Since it is
impossible to balance teams across Regions when the player pool for any team is
by definition restricted to an individual Region, EXTRA team coaches need to
have a heightened awareness to the possibility of an imbalanced match, and
reminded that per AYSO philosophy, one‑sided games (aka “blowouts”) are not
acceptable outcomes for an AYSO match. As such, sanctions will be applied to
lack of good sporting behavior as determined by the goal differential of the
match.

Regional
Sportsmanship Committee

Each region will have a volunteer committee comprised of
EXTRA parents that will rotate the responsibility of monitoring Good
Sportsmanship i.e. positive cheering only, no coaching, no negative words or
actions, no negative interaction with other parents; at every home game and be
available as a resource during away games.

IV. AREA STAFF - EXTRA PROGRAM MANAGEMENT TEAM

The Area Director will select the following Area-level volunteers to
administer the program in conjunction with him or her self: the Area EXTRA Program Coordinator (AEPC), Area EXTRA
Program Coaching Coordinator (AECC),
and Area EXTRA Program Referee
Coordinator
(AERC).

This team, together
with the Area Inter-Regional Play Director (AIPD),
will administer the program, support the Regions ensuring that each region is
achieving the goals mandatory of the program, and serve as the main compliance
and review mechanism for all program requirements.

Area EXTRA Program Coordinator
(AEPC)

· Trained to the highest level of program for Management.

· Have at least five years experience as an AYSO volunteer. Have
highly developed organizational skills and motivational ability

Area EXTRA Program Coaching
Coordinator (AECC)

· Trained to the highest level of the coaching program (Advanced or
preferably National Coach).

· Have at least five years experience as an AYSO volunteer. Have
highly developed organizational skills and motivational ability

Area EXTRA Program Referee
Coordinator (AERC)

· Trained to the highest level of the referee program (Advanced or
preferably National Referee.

· Have at least five years experience as an AYSO volunteer Have
highly developed organizational skills and motivational ability

Area EXTRA Tournament/Playoff
Coordinator (AETC)

· Volunteer with strong organizational, coordination and
communication skills.

· Have at least 2 years of AYSO experience as volunteer.

Any issues or concerns regarding
the program shall be brought to the appropriate Area EXTRA Program volunteer.

V. TEAMS AND TEAM CREATION

A. Coach Selection

Having our best-trained and most
motivated volunteers coaching teams in the EXTRA Program is a critical part of
ensuring the success of the program. Highly trained AYSO Coaches are a second
to none in terms of their ability to train and motivate players, as well as
manage matches in full accordance with AYSO principles. We have found that in
90%+ of the cases involving game disputes, the issues which generated those
disputes could have been mitigated with proper training and commonly understood
principles on the part of the coaches. As is the case with other youth sports
programs, and also in other youth soccer programs (where the USSF or USYS
mandates coaching licenses acquired through training), coaching in the AYSO
EXTRA Program is a privilege that requires proper training. All program coaches
must be in place prior to any selection of players. Coach selections must be
handled well and sensitively. Coaches will be selected within the Regions using
the following criteria:

· All coaches must fill out an EXTRA Program Coach Application.

· The Regional Board shall approve the team coaches.

· All
head coaches and assistant coaches must be age-appropriately trained, but be at
least a U12 level coach
, be Safe Haven certified, and have a current
Volunteer Application on file at the NSTC.

· All coaches must have demonstrated the abilities and positive behavior that properly qualify
them to coach EXTRA Program players.

· Coaches must have demonstrated commitment to AYSO program rules
and regulations.

· Coaches must have exhibited the
highest standards of the AYSO philosophies.

· Upon completion of the mandatory EXTRA Coach’s Orientation Course,
coaches will be issued with an EXTRA Program ID card which must be carried at
all EXTRA Program games and be produced on demand by game officials. Only
coaches with ID are allowed to coach an EXTRA game. In the event of an EXTRA
program coach is sent off (ejected) and there is not another EXTRA Program
coach WITH an ID card is available, the game will be abandoned and forfeit
points awarded to the opposing team.

· All Coaches must attend the
mandatory EXTRA Coaches meeting to be held not less than 14 days before the
beginning of each EXTRA season in order to obtain the above cited ID Card.

· It is strongly recommended that all EXTRA coaches will continue to
support the standard primary program of their home region in some manner. This could be as a team coach,
assistant coach, coach instructor or even coach mentor.

NOTE: There will be no waivers of coach qualifications

Coaches may apply
to coach a team prior to securing the necessary credentials, but those
credentials must be achieved 14 days prior to the start of the season.

B. Use of Paid Trainer

The Area administration will
contract with one organization/company to provide trainers for all Regions
participating in the EXTRA program.
Each trainer will train each team
for one exclusive hour each week. At the same time the Trainer will train the
assigned team coaches.
The trainer is to be present at 2 games on
the weekend to observe and determine training for the following week. The
trainer
is to be present at each team's games no less than 2 times per session. Each
Trainer will assist with player evaluations at the end of the session
and
tryouts for the next fall/spring session, assist with recruiting players,
reinforcing age-appropriate player training and AYSO philosophies with all
participants.

No single region or team may pay for
additional trainer sessions.

Trainer to hold team/coach training sessions for all regions
participating in the EXTRA Play program. Each region will utilize a Non-EXTRA
team sign-up program to be posted on Regional Website.

C. Player Eligibility and Assignment

In order to be eligible, a
player must be registered in the current year in the primary AYSO program, and
be an active participant in the primary program (minimum standard defined as participating
in more than 50% of assigned team’s games).
Player selection must be open to any who is of appropriate age as of
July 31, See Exhibit 1.

If an EXTRA Program player fails to
participate in a minimum of 50% of primary team matches, he/she will be
restricted from playing any EXTRA Program matches until the minimum attendance
is met the for the primary team matches.

In order to tryout for an EXTRA team,
players must either be registered with AYSO or complete the Non-AYSO Registered
Participant Form. If a Non-AYSO Registered Participant Form is used to tryout,
player must pay a minimum fee of $5.00 (paid to National for insurance). There
is no requirement that EXTRA players have previously played or registered as
AYSO players. Players shall be
selected through an evaluation and selection process described below. The AYSO National Support &
Training Center player database shall be the source of determining all players’
current registration status, the creation of team rosters and ID cards.

The Area will seek to create
divisions based on TWO year increments based on soccer age in AYSO regulations.
Regions are encouraged to form teams using precise soccer age eligibility; if
there are less than the maximum roster allowed player slots
, (12 for U10 division), players will be permitted to play “up”. Players can play "up"
at a maximum of one age-year
increment (no 6 year olds in the U10 program, no 8 year olds in the U12
program, etc)
and the player also must be playing in the higher division
in the primary program.
There
may be cases where this will support balanced teams or provide EXTRA team
opportunities for more players by allowing formation of another team. Any
exceptions to the one-year up regulation must be approved in writing by the AD,
the AEPC, and the AIPD. If a region participates with more than one team in any
division, the teams within that region must be balanced with regard to skill
and age level.

The overall team division
designation is based on the age/division status of the oldest player on the
team.

D. Player Selection and Season
Format

All player evaluations will be
done by region/gender timeslots. A hired trainer, assisted by AYSO Advanced or
National Certified coaches will assist in assigning of evaluation points.
Players will be evaluated on: Dribbling, Passing, Ball Control, Athleticism and
Attitude. Attitude includes ability to listen and follow instruction, and
preparedness with proper equipment. Neither the hired trainer nor the AYSO
certified coaches assisting in evaluations will seek an EXTRA Coaching position
in any region they evaluate players, eliminating preferential or biased
evaluation point assignments.

Fall/Spring tryouts will be held
during the previous spring session and held within the region (on their
scheduled training night) allowing equal time per gender and division. All
players will be notified timely regarding selection for the EXTRA Program
teams.

To ensure IR competitiveness,
all regions will be required to roster appropriate aged players and field
appropriate sized teams. The minimum player number per team and restriction of
players "playing up" are as follows:

U10
minimum of 10 and a maximum of 12 players; U12 minimum of 12 and a maximum of
14 players

No more
than 2 players per team are allowed to "play up". See "Player
Eligibility and Assignment"

for rules regarding playing up.

Player Vacancy Policy: Any
player who formally drops from his/her team shall be replaced using the
following guidelines. Utilizing the most recent player try-out sign up form
with evaluation points assigned, the player with the next highest scoring will
be contacted and given opportunity to play on the EXTRA team. If no players are
on the original tryout list, the region in, consultation with the Area board
and team trainer, will hold a special tryout session, in conjunction of team
training where all players eligible for the EXTRA team vacancy will be invited.
The criteria for selection will be the same as the most recent tryouts.

Season format: Fall Session- pending field,
weather and volunteer availability, and as many matches as determined by the
Area administration.

E. Parent
Participation

The EXTRA Program
cannot be successful without support from the players' parents. This means that
the parents do what is required of them, while keeping the goals of the EXTRA
Program and AYSO in view. Again, it is critically important that parents
involved with this program understand that the more self-selecting nature of the program does NOT mean that AYSO philosophies can be
compromised. To that end, parents of
EXTRA Program players will be required to attend a pre-season team or program
meeting conducted by the Region or Area, where information, requirements and
expectations including an appropriate parent video will be viewed and are
discussed
. As is already the case in the primary program, failure by
parents to comply with any aspects of the EXTRA and the Primary Program may
jeopardize their child's ability to participate
. Each player must have a
parent or guardian sign a Kids Zone Pledge form prior to participation. Due to
the extensive use of resources and volunteers, parents will be strongly
encouraged to volunteer in their home region with either the primary program or
the
EXTRA Program. Some parents may also be
required to participate at the Area level regarding the
EXTRA Program.

Regional Sportsmanship Committee: Each region will have a
volunteer committee comprised of EXTRA parents that will rotate the
responsibility of monitoring Good Sportsmanship, i.e, positive cheering only,
no coaching, no negative words or actions, no negative interaction with other
parents at every home game and be available as a resource during away games.

F. Uniforms

The uniforms
worn by the EXTRA Program teams must conform to AYSO National Rules and
Regulations including the requirement for the AYSO logo to be prominently
displayed on the left breast of the shirt. Additionally, the AYSO EXTRA
Logo/patch must be displayed on the
upper
right sleeve of the player's jersey and the lower right front of the shorts.
All coaches must wear an approved coach’s shirt of the same color scheme of its
players with the
AYSO logo to be
prominently displayed on the left breast of the shirt and the AYSO EXTRA Logo
displayed on the
upper right sleeve. All
existing AYSO regulations regarding marking of the uniform must be followed
(including the prohibition on player names). Regardless of the style of uniform
chosen it will be imperative that all players suit up in identical uniforms for
a match (i.e. matching jersey, soccer shorts (no graphics –manufacturer logo
only), and socks). Teams or Regions need to take this into account when
budgeting for the cost of uniform items. The only acceptable (and required)
variation from one uniform to the next is the jersey number.

Uniform colors for
each Region will be selected by the AEPC and shall remain the same color for
both genders and all divisions in hue and style for the intention of using for
consecutive seasons. An alternate jersey or pinneys may be required as team
numbers increase.

G. Disputes

In the event that a
dispute arises concerning the formation or conduct of an EXTRA team, that
complaint must be filed in writing with the AEPC and the AIPD. The AEPC and the
AIPD then have the right to discuss this matter with the relevant Regional
Commissioners and/or the Area Director. If the matter is not resolved to the
satisfaction of the AEPC and the AIPD, the Area Director will take appropriate
action in accordance with the Area Guidelines and the EXTRA Program rules.

VI. REFEREES

A. Referees-Requirements

A
referee plan is required and careful preparations should be made in order to
provide sufficient referees at the proper levels.

· Referees must be AYSO trained and Safe Haven Certified be a
current Volunteer

· Referees may only center matches in divisions for which they are
already certified based on their training and badge level. The Referees for the
EXTRA Program must be as follows:

  • U12 and lower
    – Regional Referee or higher
  • U14 –
    Intermediate or higher and experienced Regional Referees
  • U16 – Advanced
    or higher and experienced Intermediate Referees
  • U19 – National
    Referee or higher and experienced Advanced Referees

· Referees must have exhibited the highest standards of the AYSO
philosophy.

· The Regional Referee Administrators will determine which referees
are eligible according to badge level.

· The RRAs and Regional Directors of Assessment of those regions
will determine which of those referees are capable of handling these
higher-level games.

· The RRAs will submit their lists of eligible, selected and capable
referees to the Regional EXTRA Program Director and through to the AERC, who
has full program responsibility once a sufficient roster of referees is
presented.

· The Regions will be responsible for ensuring that a qualified,
uniformed referee is provided for each game it hosts.

B. Referees – Game Management

All
authority, duty, and responsibility of the referee in primary AYSO apply in the
EXTRA Program as well.

EXTRA
Program referees will be asked to perform one additional item, specifically a
formal pre-game meeting of the referee and the opposing coaches for a brief
discussion away from the players. At this pre-game routine, the match referee
will reinforce to the opposing coaches that:

· They are expected to exhibit AYSO sportsmanship and positive
coaching protocols.

· They are responsible for the actions and behaviors of their
players and spectators associated with the team.

· All games will start no later than 10 minutes past their scheduled
time. If at such time, one team is not able to field the minimum number of
players, the scheduled Center Referee will call the match abandoned and forfeit
points will be awarded to the opposing team. Should an abandoned game be
called, players should be evened and a “friendly” game played.

· Only the Center Referee, in conjunction with the field owners may
cancel or postpone any match. Any cancelled match must be reflected in the game
card submitted to the EXTRA Referee Administrator.

· The six-goal margin is in effect, and that the coaches should work
together to take corrective measures in the event of an imbalance.

· Any other relevant information/discussion at the discretion of the
referee.

· Coaches and players must produce their EXTRA Program ID cards.

The spirit of the
meeting is to provide a reminder that the coaches and referee need to view
themselves as a team that must “play together” to provide a positive experience
for the players. It is also meant to be a visible reminder to players, parents,
and spectators, that the adult volunteers running the match are exhibiting
proper sportsmanship and thus setting the proper tone from the very beginning.

Additionally, Referees
will have the discretion to temporarily suspend play in a match that is
approaching or at the maximum goal differential, if in the opinion of the
referee the differential is not being recognized or appropriately acted upon
(this should not be interpreted as a mandatory stoppage at a certain point in
play; this is totally at the referees’ discretion). This temporary halt in
play, which, if taken, should occur at a natural stoppage, is for the purposes
of conferring with both coaches on strategies to be employed to manage the
remainder of the game in an ongoing sportsmanlike manner.

Cancelled games due to
inclement weather will be rescheduled.

Referees will obtain and
inspect coach and player ID cards to ensure appropriate participation. The
referee will retain the IDs’ until the successful conclusion of the match. If
there were no send offs (Red cards) the referee shall return the ID cards to
the appropriate coach. If there was a send off the referee shall retain the ID
card of the person sent off and forward to the Area EXTRA Program Coordinator
within 24 hours with a referee misconduct report.

Referees will obtain both
coach's signatures on the game card, provided to them by each coach, verifying
the final score. The referee will send an email with the score and report to
the EXTRA Referee Administrator no later than 48 hours following the end of the
match

VII. REGIONAL ADMINISTRATIVE REQUIREMENTS

A. Regional EXTRA Program Staff

Each
region must have an adequate number of experienced, trained, and certified
volunteers to run an EXTRA program. Following is a list of positions required:

· Regional EXTRA Program Director (REPC)

· Regional EXTRA Program Referee Coordinator (RERC)

· Regional EXTRA Program Coach Coordinator (RECC)

Additional
EXTRA Program positions at the Regional level are permitted and encouraged. The
creation of such positions is at the discretion of the Regional Commissioner
and the guiding principal shall be to ensure a top quality product within the
Region.

The
AEPC will be responsible for the EXTRA Program and is at all times accountable
to the Area Director. Regional staff will be accountable to the AEPC, the AIPD,
and to the RC.

B. Regional Staff Requirements - Authorization to
Participate

Authorization
by the Area Board is mandatory to be able participate the EXTRA Program.
Regions must submit all required documentation with the application form to the
Area to be reviewed and approved annually. Additionally, the Regions are
responsible for ensuring that its volunteers acquire required training as
outlined and attend all Regional and Area-mandated events (such as pre-season
meetings, etc.)

The
following items must accompany the EXTRA Program Application:

· Regional Guidelines for registration and player selection process.

· Verification that any EXTRA Program funds are separate from the
Primary Program account (see below).

Authorization
to continue to participate in the EXTRA Program is subject to the submission of
required report forms by July 1 each year for review by the AEPC and
subsequently the approval of the Area Director.

C. Regional Reporting Requirements

Game reporting is an
important tool for Area Management to monitor the status of the program. The
area schedule database makes game reporting a simple task to complete. As such,
all Referees are required to complete an on‑line game report not more than
48 hours after the completion of any game. If technological considerations
occasionally make this impractical, a verbal report must be relayed to the AEPC
and followed up with an online entry as soon as is technologically feasible.

The Area EXTRA Program
staff and the Area Director of Inter-Regional Play will regularly monitor all
game reports.

Should a game be
postponed for any reason other than weather, authorization must be obtained
from the Regional EXTRA Program Coordinator and a game report should be filed
and the game shall be rescheduled as soon as possible and provided to the AEPC
and the AIPD. The home team's Regional Referee Administrator must be notified.

Coaches are to be
reminded by Regional Management that cancellation
of a match is not a decision that is in their purview, regardless of
circumstances
. Only RC's in
conjunction with the Field Owners, and/or the Center Referees are allowed to
cancel or suspend any match.

NOTE:

Any Region failing to
impose sanctions applied to any individual or Region (including game and/or
session suspensions) will be subject to suspension from the EXTRA Program.

D. Regional Eligibility Requirements

This section outlines the items that must be in place at the
Regional level prior to filing an application to run or participate in the
EXTRA Program.

It is important to re-state that all of these requirements
are consistent with AYSO guidelines; nothing new or arbitrary has been added.
In the case of the EXTRA Program, these “regional guidelines” are raised to the
level of “requirements” specifically because providing a common, consistent,
and positive experience for all players and volunteers across all Regions is
critical to the success of the EXTRA Program. Promoting inter-regional play (as
in the EXTRA Program) requires that all participating Regions agree to abide by
a common set of standards even where their own intra-regional practices or
historical preferences differ.

The
elements required for EXTRA Team program participation, which will be confirmed
via an affidavit form to be submitted annually (see appendix) are:

Compliance
with the National Coaching Policy and short-sided games program, including:

· In
compliance with Area and Section requirements, e.g. dues paid, reports
submitted, etc.

· All
players must be registered with the NSTC and fees paid prior to the start of
the most recent regular season

· Region
must be chartered and in good standing.

· All
Regions must monitor all EXTRA Program participation, to ensure compliance with
all AYSO philosophies and it's Rules and Regulations, and Bylaws. Including
player participation in the Primary Program.

· All
Regional Commissioners are responsible for the timely reporting of EXTRA
Program play to the EXTRA Program Management team as outlined in reporting
requirements above.

E. Finances

Financial
Responsibilities of the Regional Staff:

· If funds are collected to support EXTRA Team
program activities at the regional level, the Regional Treasurer (or EXTRA
Program Treasurer, if the Region wishes to create such a position) must set up
and maintain separate general ledger accounts in accordance with the NAP
account numbers for the EXTRA Program. A separate checking account may not be
used.

· The EXTRA Program financials must be independent
and funded separately from the primary program. Primary AYSO Registration funds
shall not be used for EXTRA Program‑related expenses.

· Reserves for this program should also be
maintained and should include monies for items such as: equipment needs,
training and camp needs, etc.

· All EXTRA Players and Volunteers must be
registered at the NSTC and fees paid 28 days prior to the start of the season.

F. Fees

Fees
to participate in the EXTRA Program are at the discretion of the regions. All
fees must reflect EXTRA Program costs and not be used to build up a
discretionary account. Each region will submit Area AYSO EXTRA program fees (if
any) to the Area timely.

· For a Regional run Player Clinic system: all arrangements and fees
are handled directly between the Region and the Player (parent), and Region and
Trainer (Company).

· The Area Team Fees (if any) are due 2 weeks prior to the first
training session of the fall session with eAYSO-generated team roster(s).
Teams will not be added to the game schedule until fees are
paid in full.

Region Fees

· Region fees for the EXTRA Program may be higher
than those charged for the primary program. This is at the discretion of the
region.

· The EXTRA team users of those fields must
ultimately pay for any field use fees or other fees specific to EXTRA Program
teams, not from the main Regional account.

· Regions are permitted (and encouraged) to share
equipment and other Regional resources with the primary AYSO program.

Area Fees

The
Area Director may charge fees for administering the program on a pro rata basis
per team inclusive of travel cost associated with monitoring the EXTRA Program.

G. Adding and Dropping of Players

Adding
players August-October

Submit
the new roster prior to player participating in program, player numbers are not
to exceed the number of players as outlined in this EXTRA Handbook prior to the
player participating.

Dropping
of Players August-October

Region
must submit dropped player card and reason for leaving program, along with a
program evaluation form (if possible) and new roster to the Area.

Adding
a player March-May 15

Submit
a new roster not to exceed the maximum number of players as outlined in the
EXTRA Handbook prior to the player participating.

Dropping
of Players March-May 15

Region
must submit dropped player card and in writing the reason for leaving program,
along with a program evaluation form (if possible) and new roster to the Area.

Adding
a Player from May 15 to June

Players
may only be added due to recorded player injury, illness or a family who moves
from the region.

The
player card of the player who leaves must be returned to the Area with a new
roster before any new player can be added to the roster. The roster may not
exceed the maximum player limit as outlined in the EXTRA+ Handbook.

VIII ADDITIONAL GAME MANAGEMENT

A. Player Substitution:

U-10, U-12 and U-14 games shall have a substitution opportunity
midway through each half, at half time and in the event of injury. The half time break will be five (5)
minutes.

B. Misconduct:

The
Referee shall submit a written report all misconducts assessed during a match
(i.e. yellow/red cards) to the local Regional EXTRA Program Referee Coordinator
(RERC) that day. The RERC shall advise the Area EXTRA Program Coordinator
(AEPC) of any such misconducts assessed during an EXTRA Play match no later
than the Monday following such match. Any player who is sent off (red card)
during an EXTRA Play match for violent conduct, serious foul play or
foul/abusive language shall be immediately suspended for the following match
(or longer, as provided below). Any player who is sent off (red card) during an
EXTRA Play match due to conduct other than the foregoing (e.g. a second “yellow
card") is subject to suspension as provided below. During the week
following such misconduct and prior to the next scheduled match, the AEPC and
AD will review the referee report and determine if a hearing is required.

The
Referee shall submit a written report of misbehavior by the coaches during a
match (i.e. warnings or being asked to leave the area) to the local Regional
EXTRA Program Referee Coordinator (RERC) that day. The RERC shall advise the
Area EXTRA Program Coordinator (AEPC) of any such misconducts assessed during
an EXTRA Play match no later than the Monday following such match. Any coach
who is asked to leave the area during an EXTRA Play match is subject to
suspension as provided below. During the week following such misbehavior and
prior to the next scheduled match, the AD and AEPC will review the referee
report and determine if a hearing is required/

The AD
and the AEPC are authorized to investigate any related incidents occurring
before, during or after any EXTRA match. This includes actions on or off the
field by players, coaches, parents and spectators. The AD and AEPC will
determine if a hearing board is required to determine if disciplinary actions,
up to and including suspensions of any persons, are warranted. This is
independent of any actions taken by the local region.

Hearing
Board: If deemed necessary, a hearing board comprised of the Area Director,
Area Extra Program Coordinator, Area Extra Program Coach Coordinator, Area
Extra Program Coordinator Referee and one neutral Regional Commissioner
appointed by the Area Director shall review the incident and in the case of a
mandatory minimum one match suspension, determine whether to impose a longer
suspension period, and in all other cases, determine whether to impose a
suspension and if so, for what duration.

A player serving a suspension and not in uniform may attend the
team’s next scheduled game as a spectator, but may not participate in any
manner.

An adult serving a suspension may not be present at the game
(including pre and post game activities) or participate in any manner.

In the event a suspended player or coach participates in a match
for which he/she has been suspended, the game shall be recorded as a forfeit in
favor of the opposing team. For
each such event, the original suspension must be served at the next game played
by the team, an additional one game suspension must be served at the following
game, and the coach of such team must serve a one game suspension.

If the Referee terminates a game before completion because of
actions by players, coaches and/ or spectators, the outcome of the game will be
determined by the administration of the program.

If the game termination is due to actions by both teams, or if it
is undetermined, the game shall be deemed a forfeit by both teams, and no
points shall be recorded in the standings

The Area EXTRA Program Coordinator will publish a weekly
Misconduct Report Summary – distribution to the Area Director(s), Region EXTRA
Program Referee Coordinator, Region EXTRA Program Coordinators and Regional
Commissioners. This report will
list all cautions, send offs and information on other reports submitted by
Referees and shall also list those suspensions that are to be served (by age
division, player name, coach name, date and location

C. Suspended Game

If a game is
suspended prior to completion due to inclement weather or any other unforeseen
circumstances, the game score will stand as recorded by the Referee, provided
one half or more of the regulation game time had been played at the time of
suspension.

If less than
one-half of the regulation game time had been played at the time of the game
suspension, the game will be rescheduled and played in its entirety at a later
date and time. If the game is not
rescheduled for any reason, the game shall stand as a NOT–PLAYED game,
irrespective of the score at the time of game suspension

If a
match is to be canceled due to weather (including unplayable field conditions),
the home team coach is to call the visiting team coach at least two hours
before the start of the match with the cancellation notification. It is
possible that matches will be canceled at one hosting Region while matches are
played at other Regions.

D. Maximum Goal Differential

A maximum goal differential in
the score line of SIX is mandatory, i.e. no team may win a game by more than
six goals e.g. 6-0, 7-1, 8-2, etc. It is the responsibility of the Regions to
ensure that program coaches are well versed in the various means available to
manage the goal differential in a match.

No team is required to stop
scoring until the 6 goal difference is achieved; however there are no
additional game points awarded past 3 goals. In the spirit of the game, the restriction of not having more than a 6
goal differential is a guideline the program utilizes to exhibit Good
Sportsmanship, not the objective strived for.

Violations of any portion of
this Good Sportsmanship policy will be reported to the AEPC.

Any coach allowing his/her team
to exceed such a goal differential;

· For the first offense: Meet with the RC and REPC to issue a
warning.

· For the second offense: One game suspension for the coach from the
Program.

· For the third offense: Suspension for coach from the Program for
remaining current session and next session.

E. Minimum Players Fielded

All
teams must be able to field a minimum of 5 players for U10, and 7 players for
U12 and U14. At such time, due to injury or removal, a team is unable to field
the minimum number of players, the game will be abandoned and forfeit points
will be awarded to the opposing team. At that point a "friendly"
can/should be played evening the team with players. –this way the kids get
to play soccer.

F. Game Start Times

All
games will start no later than 10 minutes past their scheduled time. If at such
time, one team is not able to field the minimum number of players, the match
will be deemed abandoned and forfeit points will be awarded to the opposing
team. Should an abandoned game be called, a friendly game is encouraged evening
players.

G. Coach Responsibility

As noted above, coaches will be
held responsible for any such behavior on the part of players,
parents/spectators or any other individual associated with their team. If such
behavior is cited in game reports and verified, a warning will be issued and
the team/Region is expected to handle the situation as per AYSO Policy. Area
reserves the right to impose sanctions as per the goal differential violation.

H.
Team Standings

Referees will submit to the AEPC
within 48 hours after a match has been completed a completed game card. The
AEPC will post to the Area 6D web site results and keep standings up to date.
Standings will be kept for each session (Fall and Spring) individually and for
overall.

IX MISCELLANEOUS PROVISIONS

A. Items not specifically
covered

Any questions or issues relating to the EXTRA Program
not specifically answered or referenced in this document hall

be considered to be answerable via the following
resources, in order:

1. AYSO
National Rules & Regulations, Bylaws, Policy Statements, and Standard
Regional Guidelines

2. Area
6D Guidelines governing inter-regional play

3. The
discretion of the Area Director, in consultation with the EXTRA Program
Management Team.

B. Non-Area 6D Region Participation

It is
understood that there may be teams from Regions outside of Area 6D that will be
participating in the Area 6D EXTRA Program. Specifically, Area 6A may not be
have enough Regions and/or teams, already approved for their EXTRA Play Program,
to play each other intra-Area. It is also understood that those Regions may
choose a different method of selecting their coaches and players than what is
required of Regions within Area 6D and as stated herein. This may also include
those Regions and teams outside of Area 6D who have chosen a “Side by Side”
system of player eligibility, as opposed to Area 6D Regions who have adopted a
strictly “Concurrent” form of player eligibility.

Any player sent off (red card) or coach who
is dismissed from a match will at a minimum not be allowed to participate in
the next match.
